ICAPA Announces New Accreditations and Leadership Transition

The International Commission on Accreditation of Public Administration Education and Training Programs (ICAPA) is pleased to announce the recent reaccreditation and accreditation of several prominent institutions. The American University in Cairo, Egypt, the Instituto Superior de Ciências Sociais e Políticas at the University of Lisbon (ULisboa ISCSP), Portugal, and Fairleigh Dickinson University, United States, have all been tentatively approved for accreditation through an Action by Written Consent by the ICAPA Accreditation Committee (AC). Final endorsement of these accreditations will proceed through the Steering Committee as outlined by Regulation 8 in the coming days.

ICAPA also reports a new accreditation application from Hamad Bin Khalifa University, Qatar, underscoring the commission’s ongoing commitment to expanding its network of accredited institutions dedicated to excellence in public administration education, fulfilling our mission of improving public governance research, education, and practice. 

In addition, ICAPA announces a leadership transition within the Accreditation Committee. Dr. Blue Wooldridge has resigned as Acting Chair of the Accreditation Committee following the selection of a new AC Chair and Vice Chair. Dr. Wooldridge will continue to serve on the ICAPA Board of Management, where his experience and insight remain invaluable to the Commission’s mission of maintaining rigorous standards in public administration education.

ICAPA congratulates these institutions on their achievements and looks forward to supporting their ongoing contributions to the field. The Commission remains committed to fostering high-quality public administration programs globally.

About ICAPA

The International Commission on Accreditation of Public Administration education and training (ICAPA) is the quality assurance body of the International Association of Schools and Institutes of Administration (IASIA), an entity affiliated with the International Institute of Administrative Sciences (IIAS). ICAPA evaluates compliance of public administration/ management/governance, public policy and public affairs programs with the Standards of Excellence for Public Administration Education and Training jointly elaborated by IASIA and the United Nations Department of Economic and Social Affairs.

ICAPA’s governance structure includes a Steering Committee (SC), a standing committee of IASIA in charge of ICAPA policy and governance, the Accreditation Committee (AC), which conducts site visits and makes accreditation recommendations and is chaired by a Chairperson, and a Secretariat. Under internal regulations, the SC nominates a prospective Chairperson for the AC for endorsement by the IASIA Board of Management (BoM) based on qualifications. This nomination exercise is the subject of this Call for Nominations.

Recent Changes in ICAPA Steering Committee
On August 23, 2024, the ICAPA Steering Committee convened remotely to review nominations for the positions of Chair and Vice Chair of the Accreditation Committee, as well as for committee membership. After careful review of 21 nominations, the committee made the following unanimous selections:

  • Chair: Prof. Ing. Juraj Nemec
  • Vice Chair: Prof. Dr. Michiel S. de Vries

Additionally, several committee members were confirmed for second consecutive terms, including Mohammed Zakaria Abouddahab, Ian C. Elliott, Rachel Emas, Jochen Franzke, Ricardo Corrêa Gomes, Polya Katsamunska, John-Mary Kauzya, Hendri Kroukamp, Diana Iancu, Georges Labaki, Ukertor Gabriel Moti, Cristina Rodriguez-Acosta, Lichia Saner-You, George K. Scott, Ida Widianingsih, Blue Wooldridge, and Kaifeng Yang. New nominations were also made for first terms, with Gerald Kagambirwe Karyeija from Uganda and Frank Naert from Belgium joining the Accreditation Committee.

The 2024 AAPA-EROPA-AGPA-IAPA Joint Conference, an unprecedented gathering of Asia’s major public administration organizations—the Asian Association for Public Administration (AAPA), the Eastern Regional Organization for Public Administration (EROPA), the Asian Group for Public Administration (AGPA), and the Indonesian Association for Public Administration (IAPA)—successfully concluded at Universitas Gadjah Mada (UGM) in Yogyakarta, Indonesia. Themed “Towards World Class Bureaucracy,” the event marked a milestone in public administration, drawing over 600 participants, including a substantial international delegation.
